SEO Agency vs Freelancer: Which Fits the Work?
The short answer
An agency is not automatically better equipped than a freelancer, and a freelancer is not always easier or cheaper to manage. Compare the people, responsibilities, support and continuity behind each offer. Choose the arrangement that can complete your work reliably.

Compare the actual roles, not the label
A provider’s organizational form tells you who you contract with. It does not tell you whether the work is advisory, hands-on or a mixture. An agency can sell recommendations without implementation. A freelancer can produce work, implement changes or coordinate other specialists.
| Role to verify | Question for either provider |
|---|---|
| Direction | Who makes page and priority decisions, and on what evidence? |
| Production | Who writes or changes the actual deliverable? |
| Technical work | Who can implement in our platform, and what is excluded? |
| Quality review | Who checks the work before we receive or publish it? |
| Client coordination | Who keeps approvals, dependencies and decisions together? |
| Continuity | Who can explain the work if the main contact is unavailable? |
If the uncertainty is whether to buy advice or implementation, compare consulting with managed SEO first. Changing the provider label does not resolve a missing execution role.
Who coordinates the work?
Consider a fictional company producing a technical buying guide over several review cycles. Both columns below cover the same work; these are possible arrangements, not general claims about agencies or freelancers.
| Task | Agency arrangement | Freelancer arrangement |
|---|---|---|
| Plan the guide’s purpose | Agency strategist, if included | Freelancer, if included |
| Draft and edit | Assigned writer and reviewer | Named writer with a defined review process |
| Approve technical facts | Client expert | Client expert |
| Upload and verify | Agency publisher or client editor, as specified | Freelancer or client editor, as specified |
| Resolve conflicting feedback | One identified project owner | One identified project owner |
| Review customer response | Agency and client sales owner | Freelancer and client sales owner |
An agency contact can reduce coordination if that person really owns the handoffs. A freelancer can work efficiently when the client already has an editor and a clear brief. Either arrangement can fail if everyone assumes somebody else will resolve expert feedback.
Verify who will do and review the work
Ask who produced the sample and whether they would work on your project. A sample produced by someone who left the company is different evidence from a sample produced by the proposed delivery team. The same applies when a freelancer shows collaborative work.
- Relevant sample: what was the task, and which part did the named person perform?
- Review method: who checks facts, practical usefulness and the final implementation?
- Access to expertise: how will unanswered product questions be resolved?
- Subcontracting: what may be delegated, and who remains accountable?
- Availability: who is reachable for questions, and what is the cover arrangement?
Respect confidentiality. A redacted sample, a permitted walkthrough or a clearly labeled demonstration can help explain capability without disclosing a client’s private information. Do not mistake a demonstration for evidence of an actual customer result.
Account for fees and your management time
Compare the same finished output and record the work your company still supplies. A writing-only quote cannot fairly be compared with a quote that also includes planning, editing and a specified publishing task.
| Budget field | Record for each candidate |
|---|---|
| Provider fee | Amount, unit, term and stated exclusions |
| Company coordination | Who schedules reviews and resolves feedback? |
| Expert review | Which internal specialist must contribute? |
| Implementation | Who uploads, develops and verifies? |
| Continuity | What documentation or replacement work might be needed? |
Use actual internal cost assumptions rather than treating employees’ time as free. Compare quotes for the same responsibilities and period; no generic agency or freelancer rate establishes what your task should cost.
Plan access, continuity and handover
Suppose the primary contact becomes unavailable while a guide is being reviewed. Can another authorized person locate the latest approved facts, unresolved comments, source files and publication status? Test that handover before the situation becomes urgent.
Ask how accounts, access, backups and materials are recorded, what the agreement says about ownership, and how unfinished work is transferred. A large team does not remove these questions; a solo provider does not necessarily lack good documentation. Do not assume a particular cancellation right or transfer entitlement without reading the agreement.
Which setup fits this task?
- A clearly defined specialist task: a suitable freelancer may fit when your internal owner can brief, review and implement the output.
- Several connected workstreams: an agency may fit when it can demonstrate the required people and actually manage the handoffs.
- An unclear strategy with no internal implementation: neither an advisory freelancer nor an advisory agency resolves the execution gap. Change the scope before choosing.
For long-term content, continuity of product knowledge and editorial review matters more than the organization chart. Use the selection questions with either provider. If evaluating Stormy Increment, review the listed service options and confirm the specific scope; do not assume a separate freelancer product is available.
