SEO Budget and Value

SEO vs PPC: How to Choose the Next Investment

Published 4 min read

The short answer

SEO and paid search are different ways to reach customers. Choose based on your goals, landing pages, budget and ability to support the work. SEO is not cost-free, and advertising does not guarantee immediate sales.

SEO, PPC, Google Ads and SEM

SEO improves how a website serves relevant search needs and participates in organic search. PPC describes paying for advertising clicks. Google Ads is an advertising product with several campaign and charging arrangements; it is not another name for organic SEO. SEM is used inconsistently: some people mean paid search, while others mean search marketing more broadly. Define it in the brief.

Paying a writer or SEO provider is a professional-service cost, not a purchase of organic placement. Google states that advertising does not buy organic search presence. Read an invoice by what is being purchased, not by the phrase “paid SEO.”

Match channels to the customer task

Illustrative situation SEO consideration Advertising consideration
Buyers investigate a complex service before making contact Useful service and comparison answers may support evaluation A focused message test may reveal responses, but needs a credible destination
The company needs to test a specific offer Existing pages and evidence still need to explain it A clearly defined campaign may test a defined audience/message at an explicit cost
The contact path is broken or eligibility is unclear More organic visits do not fix the path More paid visits do not fix it either
Budget exists but expert approval capacity is limited Content production can stall Ads and landing-page claims also require approval

Check whether the intended audience actually searches for the problem, whether the offer can be delivered in the target market and whether the landing page supports the requested action. A channel’s general reputation cannot answer those questions for your business.

Compare cost and operating capacity

Keep media spend separate from the work of managing advertising. For SEO, include planning, production, implementation, expert review and measurement. Both can require landing-page work and internal management.

Fictional budget illustration—not a quote SEO task Advertising test
External work US$1,200 for specified production/implementation US$300 for specified campaign management
Media spend Not an organic-placement purchase US$1,000 test budget
Other scoped support US$300 internal expert/review cost US$200 landing-page/review cost
Illustrative total US$1,500 US$1,500

Equal spending does not imply equal output, clicks, orders or ROI. These fictional numbers demonstrate separate cost lines only. Actual costs depend on the task and market. There is no universal click price or budget split, and having SEO work in place does not by itself establish a lower advertising cost.

When using both makes sense

A coordinated plan can use advertising to test a specific response while website content answers the questions that arise before and after the click. For a fictional service business, an advertisement might test two eligibility messages while a service page explains the actual conditions and an article answers a recurring comparison question.

Keep the interpretation clearly defined. A paid campaign’s audience, placement and message affect its results; advertising data is not a direct forecast of organic ranking or demand. Reuse approved facts, not assumptions about identical behavior.

Do not expand both channels simply to appear comprehensive. If one person must approve every claim and that person is already a bottleneck, simultaneous full-scale production and campaign testing may overload the business. Complete the critical page and establish the approval route first.

Measure without counting sales twice

Use one commercial definition of a useful action and one consistent sales record. Keep each channel’s spend and work record, but do not add incompatible attribution totals.

In a fictional example, a customer reads an organic answer, later clicks an ad and places one US$2,000 order. If two dashboards each report that order under different attribution rules, the company has not made US$4,000. Reconcile the order and explain the views. Google Analytics’ attribution documentation explains how reporting models allocate credit.

Evaluate relevance, qualification, contribution and the period being reviewed. A form submission, a qualified inquiry and a completed sale should not share one label.

Choose the next investment

  • No clear buyer or offer: do customer research before committing heavily to either channel.
  • A useful offer but an inadequate destination: improve the page and inquiry path first.
  • A clearly defined paid question with approved claims: define the test, cost limit and review decision before launching.
  • A persistent gap in useful search answers: prioritize the relevant pages and the capacity to maintain them.
  • Both are justified: assign separate channel responsibilities and a shared measurement definition.

For a combined supplier proposal, verify both capabilities and separate the fee and responsibility lines. Stormy Increment lists SEO and Google Ads management as distinct service areas; advertising media is not automatically included in an SEO annual price.
