SEO Consulting vs Managed SEO: Who Does the Work?
The short answer
SEO consulting mainly helps you decide what to do; managed SEO usually includes some execution. Check who plans, produces, implements and approves each task rather than relying on the service label. This comparison does not introduce a standalone Stormy Increment consulting service.

Advice and execution are different scopes
A useful recommendation can still leave substantial work inside your company. Someone may need to supply product facts, write the page, develop a template, upload the change and verify the live result. A managed arrangement should state which of those tasks it takes on; it should not depend on the buyer interpreting the word “managed.”
For a concrete market example, OuterBox’s consulting page, checked on 19 October 2026, distinguishes its diagnosis and direction from implementation by the client’s team. That is this provider’s stated scope, not a universal definition or a Stormy Increment promise. Some consultants carry out changes; some agencies only provide advice.
Compare what you receive
The following is an illustrative comparison for the same service page. It is not a record of customer work.
| Stage | Advisory scope | Execution scope |
|---|---|---|
| Diagnosis | Identify the unanswered buyer question and evidence gap | The same diagnosis before producing changes |
| Direction | A brief with sources, priority and acceptance criteria | A brief that guides the specified production work |
| Content | Instructions for the client’s writer | A draft, if writing is included |
| Website change | A task for the client’s editor or developer | The particular CMS or development change stated in scope |
| Verification | Review of implementation, if commissioned | Recorded checks of the agreed live change |
| Feedback | Interpretation and next recommendation | Interpretation plus whatever subsequent work is contracted |
The critical handoff may be between the brief and the writer. If your writer has no capacity, buying more detailed advice does not publish the page. Conversely, when a capable internal team is waiting for a decision, paying another team to duplicate its production may be unnecessary.
Who implements and who accepts the work?
Make a responsibility map before selecting the model. For each row, name the implementation owner and the acceptance owner. “Shared” can describe collaboration, but it should not hide the final decision.
| Responsibility | What must be assigned |
|---|---|
| Source facts | The company expert who supplies and approves claims |
| Priority and brief | The person who explains why this task comes first |
| Draft or change | The writer, editor or developer who completes it |
| Publication approval | The authorized person who permits the live change |
| Verification | The person who tests against the acceptance criteria |
| Business feedback | The person who reports whether the resulting inquiries fit |
For example, a mixed scope might assign direction to an external adviser, writing to an internal editor, factual approval to a product expert and implementation to a developer. If the website platform cannot support the proposed change, record that limitation rather than assuming managed SEO includes a rebuild.
Which model fits your team?
- You have writers and developers but no agreed priority. Advice can fit if it produces decisions your team can implement and review.
- You have a useful plan but no production capacity. A defined execution scope may fit better than another strategy document.
- You already have suppliers but need a second opinion. A clearly defined review can help test assumptions without replacing the entire delivery team.
Consulting is a poor purchase when the company expects implementation but has not assigned anyone to do it. Managed production is a poor purchase when nobody can approve product facts. A hybrid arrangement can work, but only if the handoff is designed rather than implied.
Compare total cost, not advisory fees alone
For advisory work, add the cost of advice, internal or third-party implementation, quality review and coordination. For an execution arrangement, add its fee and every retained client responsibility. Compare the same time period and the same finished state.
A low advisory fee can be economical when your team has available capacity. It can become expensive when recommendations require an unbudgeted developer or extensive expert review. An execution fee can reduce coordination but still exclude work you assumed was included. Include advice, implementation, review and coordination in the comparison; do not compare an hourly recommendation rate directly with a complete annual program.
Questions that settle the scope
- What do we receive: a decision, a draft, a published change or a verified result of implementation?
- Who supplies missing facts and resolves competing priorities?
- Which platforms and change types are actually supported?
- What is the acceptance test, and who performs it?
- What access, approval, additional spending and ongoing commitment are required?
- What happens when the next task is outside the original scope?
Stormy Increment’s confirmed comprehensive option is the annual SEO growth plan. Its existence does not imply a standalone consulting package or a monthly managed-SEO price. Bring the task and your existing team to a scope discussion; do not begin by assuming a particular commercial model.
